What does this phrase mean?

This serial killer kidnaps his victims (big girls) and starves them down a well. He gets them to apply a lotion on their body so when the skin becomes loose he will kill them and skin them. He's making a body suit. He wants to become a girl. He refers to his victims as 'It' so as not to have any sympathy or form any attachments with them. He says to the latest victim, 'It puts the lotion on the skin, it puts the bottle in the bucket ( he lowers food and water down the well in a bucket), Or it gets the hose again (he douses the girls with icy water). When he gets pissed off he says, 'Put the effing bottle in the bucket.'
