Yahoo messenger in warsaw or budapest.?

i have a friend who is considering relocating to either warsaw or budapest but is worried that she may not be able to access yahoo messenger there; i have told her, in my opinion, you can access ym anywhere, providing there is internet access, of course. am i correct.
